Incorporated in 1793, Dennis is a seaside town spanning the width of Cape Cod, from Cape Cod Bay to Nantucket Sound. The town is known for its beaches, the Cape Playhouse (Americaβs oldest professional summer theater), and five distinct villages each with their own character and post office. Dennis shares a regional school district with Yarmouth, and β like much of Cape Cod β is navigating major decisions around wastewater infrastructure, fiscal planning, and coastal stewardship.
Route 6A β Dennis’s Scenic Corridor
Route 6A, the Old King’s Highway, runs along the historic Bay side of Dennis through the villages of Dennis Village, East Dennis, and West Dennis. Lined with antique shops, galleries, historic inns, and seaside scenery, it is one of the most scenic drives on Cape Cod. Route 6A connects Dennis to its neighbors and preserves the character of the town’s historic northern villages.

Dennis is governed by an Open Town Meeting β where any registered voter may attend and cast a vote β alongside a five-member Select Board and a professional Town Administrator. The town comprises five distinct villages: Dennis, Dennis Port, East Dennis, South Dennis, and West Dennis. Like much of the Cape, Dennis is currently navigating major long-term decisions around wastewater infrastructure, fiscal planning, and growth management.

$246β248M Wastewater Treatment Plan β Approved October 2024
In October 2024, Dennis voters approved Phase 1 of a major wastewater treatment plan β approximately $246β248 million β to build a new treatment plant and sewer collection system. The project qualifies the town for up to $100 million in interest-free state financing, reducing the immediate tax burden.
Resident impact: Long-term infrastructure commitment affecting property taxes, utility rates, and future development capacity across the town.
Municipal Debt & Long-Term Cost Allocation
The scale of the wastewater project commits Dennis to significant public borrowing over decades. Key questions residents should track: What is the annual debt service burden? How are water and wastewater fee schedules set? What are the long-term maintenance commitments beyond Phase 1?
Why it matters: Infrastructure decisions made now lock in tax and fee obligations for a generation. Residents deserve transparent, comparable cost projections.
Growth Pressure as Sewer Capacity Comes Online
As new sewer infrastructure becomes available, parcels previously limited by septic constraints become eligible for development. Dennis will need robust zoning and planning oversight to manage resulting pressure for higher-density housing, commercial development, and accessory dwelling units.
Why it matters: Sewer availability is historically one of the most powerful triggers for development on Cape Cod. Without proactive zoning policy, new capacity can produce growth that strains roads, water supplies, and community character.

State Rep. Chris Flanagan β Federal Indictment (April 2025)
Dennis’s state representative Christopher Flanagan (D-Dennis Port), who previously served two terms on the Dennis Select Board, was arrested on April 11, 2025 on federal charges: 5 counts of wire fraud and 1 count of falsification of records. He is accused of stealing $36,000 from the Home Builders and Remodelers Association of Cape Cod while serving as their employee (Nov 2021 β Jan 2023). Charges allege the money was used for personal expenses and to fund his 2022 state rep campaign. He pleaded not guilty. Select Board Chair Chris Lambton has announced his candidacy to replace Flanagan in the September 2026 Democratic primary.

Recreational Marijuana Ban β 57% Support Falls Short of 2/3 Vote (May 2024)
Dennis has banned all non-medical marijuana establishments since a 2017 Special Town Meeting vote. In May 2024, a citizens’ petition to lift the ban received 57% support (130β98) but fell short of the required two-thirds majority. Proposed locations were limited to industrial and commercial zones β not village centers. Dennis remains one of only 5 Cape Cod towns still banning recreational marijuana shops. Proponent Kyle Pedicini stated: “It’s only a matter of time.”
“Don’t Harm the Charm” β Dennis Village 40B Victory
When developers proposed 20 townhouse-style condominiums at Route 6A and Hope Lane in Dennis Village under Chapter 40B, residents organized under the “Preserve the Charm” / “Don’t Harm the Charm” banner. Dennis Citizens for Responsible Development, supported by the Village Improvement Society, ultimately acquired the property. Both parcels now have conservation restrictions in perpetuity, and any future development on remaining seller property is subject to local zoning, historical, and conservation review. This was a significant grassroots victory for preservation advocates.
Wastewater Budget Rejected 72β294 at Town Meeting β May 2025
The FY2026 Wastewater Enterprise Fund article failed by a stunning 4-to-1 margin at the May 2025 Annual Town Meeting (72 YES, 294 NO). The rejection threatened Dennis’s eligibility for 0% interest financing from the Clean Water State Revolving Fund β potentially costing taxpayers approximately $92.65 million in additional interest. A Special Town Meeting was called in October 2025 specifically to address the funding gap and preserve the interest-free financing.
Town Purchases Former Church Property for $2.3 Million β March 2024
Town meeting approved the purchase of the former Our Lady of the Annunciation Chapel at 187 Upper County Road for $2.3 million from town “free cash.” The former Fall River Catholic Diocese property was acquired for potential open space, recreation, and/or housing. The Diocese reportedly preferred selling to the town as “better stewards” of the property.
Dennis Port Revitalization β 24-Unit Mixed-Use Development Approved
The Dennis Port Revitalization Committee has approved a 24-unit mixed-use development combining residential apartments/condos with street-front retail β part of a broader effort to revive the village’s commercial core. The committee is working with the Chamber of Commerce and Southside Civic Association on bench memorials, streetscaping, and economic development. Dennis Port, the town’s most commercially active village on the south side, faces challenges common to Cape Cod’s Route 28 corridor towns: aging commercial stock, seasonal economy, and competition from online retail.
Short-Term Rental Tax Rate β 14.45% Total
Dennis collects one of the highest combined short-term rental tax rates on Cape Cod: state excise (5.7%) + local rooms tax (2%) + community impact fee (2%) + Cape Cod Water Protection Trust (2.75%) + county surcharge (2%) = 14.45%. All STR operators must register with both state DOR and the Town of Dennis. Mandatory safety inspections and $1 million liability insurance are required. Unlike some Cape towns, Dennis has not faced major STR regulation controversies β the framework appears settled.
Select Board Chair Lambton Running for State Rep β September 2026 Primary
Chris Lambton announced on October 29, 2025 that he will run for the 1st Barnstable District state representative seat as a Democrat in the September 1, 2026 primary. He is challenging the seat held by federally indicted Rep. Christopher Flanagan (D-Dennis Port). Also running: Steven Leibowitz of Brewster. If Lambton wins, he would presumably resign his Select Board chair position, triggering a vacancy appointment on the board. Lambton received 2,115 votes in his May 2025 re-election β the highest vote total of any Dennis candidate.
